
LEGAL SERVICES FACILITY
The Legal Services Facility is an independent basket fund registered in 2013 as a Tanzanian non-profit company limited by guarantee. It strives to increase access to justice for all, in particular for women, through a legal empowerment approach. We channel funding on equal opportunity basis to organizations which provide legal aid and paralegal services and work toward empowerment of poor women, children and men.

PADI - Tanzania Mission to the Poor and Disabled
PADI is a partner who is working to increase community access to justice through strengthening district paralegal services in Njombe region is aiming at strengthening young Paralegal units formed in 6 councils with 104 wards and councils officials by making them improved in areas of quality, capacity and sustainability.
Project background
The project aim at improving collaboration between district paralegal organizations and other stakeholders, especially local government authorities (LGA).It also aims at creating awareness to the community on legal aid services seeking and delivery, building their capacity to pursue them. It aims at fighting women, men and human rights violence, gender based violence (GBV), violence against children (VAC), divorce and heritage mistreatments. It aims to nurture the generation with legal aid knowledge, through inter – generational linkage.

Objectives
To increase community access to justice through strengthening districts paralegal organizations’ capacity, networking and organizational sustainability in Njombe regions.
This is the broad objective which comprises of some main areas, aggregations of which will contribute to this overall objective. These areas include improving quality, capacity and sustainability of districts paralegal services in Njombe region. Eventually improving collaboration between district paralegal organizations and other stakeholders, especially local government authorities (LGA). It also aims at creating awareness to the community on legal aid services seeking and delivery, building their capacity to pursue them. It aims at fighting women, men and human rights violence, gender based violence (GBV), violence against children (VAC), divorce and heritage mistreatments. It aims to nurture the generation with legal aid knowledge, through inter – generational linkage.
Specific objectives are:
- To increase districts paralegals’ capacity, collaboration and networking in legal aid provision.
- To increase community championship in legal aid services.
Outputs activities:
- Increased capacity of district paralegal units to provide quality and sustainable legal aid.
- Legal aid education sessions held to the community.
- Legal empowerment conducted for women
- Increased collaboration between district paralegal units and other stakeholders.
- Referrals and linkages conducted for legal aid services
Outcomes:
- Improved quality, capacity and sustainability of districts paralegal services in Njombe region.
- To improve the capacity of districts paralegal organizations in provision of quality legal aid by 2020.
- To strengthen collaboration and networking between paralegals and other actors including formal and informal leaders in provision of legal aid.
- To empower citizens on women rights, human rights and legal rights in the target region.
Target group
The key target beneficiary group is categorized into three categories:
- The district paralegal organizations are the primary targets, which the project intends to build and strengthen their capacity in delivering quality legal aid services to the community, in the sustainable approach.
- The other target group is local government authorities (LGAs). This can be described in the context of district legal issues departments/sectors like council lawyers, social welfare, courts, police, full council, ward and village/mtaa executive officers (WEOs/VEOs) and ward tribunals.
- The community as whole. This is the consumer of legal and human rights exercise and justice. In the course of consumption, there appear classes, between those who can stand on their own, and those who cannot, unless supported by others (paralegals); but also others who can transfer knowledge to their fellows in their communities. Those who can stand on their own, can hire lawyers, or are aware of how they can speak on their own in the course of justice seeking. These are mostly not affected by women and human rights violence.

This is the key activity which aims at ensuring the communities are aware on their important right and finally they realise on the problems facing them. This activity was conducted by community paralegals in provision of legal education through meetings, institutions, women groups, VIKOBA and radio. In this quarter the total number of people reached with legal education is 21776 (9423 are man and 12353 are women), this number is collected from all means except radio. The result is low compare to that of last quarter which was 30554 the reasons for this is that the period October to December is rain seasons so many people engaged with farm activities.
Community meetings, these are prepared by paralegals themselves by accreditation from LGAs leaders, but also are conducted through the community meeting prepared by LGAs of which paralegals are given some minutes to educate the community.
Through women groups and VIKOBA, as the project focus on ensuring legal access to all especially women.
Though Medias especially radios. This quarter we have succeeded to air legal education through two radios of Makete district. At KITULO FM radio they have named the period as “kipindi cha funguka” which is aired every Monday for 105 minutes, from 1:15 to 3:00 PM (the time for airing have been added from minutes 45 to 105) and “kipindi cha hoja nzito” from 2:00 to 3:00 PM.
